The cell-shaded arcadie feel with the excited announcer voice, speed line effects, and upbeat fun soundtrack give the game a unique feel distinct from any other racer. It makes the game feel fun.
Plenty of ways to tune each car.
A wide variety of cars to choose from coming from a large seletion of auto makers.
Plenty of extra things to collect (ie. things to decorate your garage with, things to decorate your car with, etc.
The controls are very well-tuned to be fun.

Way too short. This game will take roughly 10 hours to complete 100%, which is much too short by racing game standards. There aren't very many races to complete, and the races do not vary very much. Once you get the right car you can pretty much tear through all levels of the game with it rendering the wide selection of different cars useless (as opposed to Gran Turismo where in many races there were restrictions on the car you could race with). This game severely lacks depth.
The car handling in this game is inconsistent with the handling in other racing games. For a Viper GTS, it handles differently in this game than from in Gran Turismo and Need For Speed: Hot Persuit 2. One of the game has modelled the handling incorrectly from the real-world counterpart, and I'm guessing it's this game where it's wrong.
Other than the cell-shading, there's nothing really special about this game. Why have this when you can have Gran Turismo, which offers so much more?
What's the point in having all the complex tuning options when you can just use the Easy Tune-up option that will do all that work for you?
The game has a very arcade feel that just doesn't suit this genre. The announcer guys's comments like "Keep on rockin' baby," and "I'm looking forward to your next race," cell-shading, and the fun upbeat music just take the seriousness out of the driving experience and make it seem cheap and superficial.
As you look into the distance you can see the pixelated landscape, the picture doesn't look as clear. PS2 sucks.
The game forces you to name your cars. Why? What's the deal? It's really an annoying and unnecessary feature.
Many of the menus take some time to load which is just silly because menus shouldn't take any time to load.
