Nice Xbox graphical quality. It does a nice job of making the PS2 look like crap.
Much like Max Payne, this game has slow motion action intertwined into the game play.
Different weapons, and a variety of other different tools that you can use to fight enemies (fists, propane canisters, disarming, your dog, hiding behind walls, crouching behind stuff). This is a fair amount of health power ups along the way too. The gameplay has a lot of variety, with strategy and reaction both playing a role.
Different types of areas: construction area, around town, in prison, hotel, airplane...
Some mini games along the way: Combination lock, bomb diffuse, gym games...
The conspiracy story and feel are nicely done (during story sequences). The story becomes more intriguing as Slate slowly peels back the layers of corruption.

The beginning starts you off with a tutorial sequence that takes several minutes, and then you are thrust right into a difficulty level that is obviously too high. The game is too difficult too early, and you are expected to learn all the techniques all at once. The better way to do it is to gradually increase the difficultly level, while gradually incorporating more complex gameplay elements as the difficulty increases. But this game doesn't do that. The mini games also start with a long explanation, which is also bad. The difficulty level also generally gets too high in many places, mainly because of the way the levels are laid out.
Fighting an endless army of goons with guns is nothing really new.
The game is more frustrating than fun.
The environment isn't quite kinetic enough. Most of the time, it's you and the enemies that move around, but objects in the environment don't move around quite as much. There is also a lack of background sounds and environmental noises. The game seems to lack an immersive ambiance that is a hallmark of any great game.
Too Linear. There is also no exploration involved.
The camera often doesn't work with you very well. The slow motion diving also doesn't work very well because of the way the levels are laid out. Diving only works when a bunch of enemies are clustered together, which isn't very common.
