Even more depth than gta3. The radio stations are almost three times as long, real music from the 80s is used and from a variety of different genres, different areas of town with different people, different buildings and different vehicles appropriate to each, many different side missions to do: paramedic, vigilante, pizza boy, taxi, rampages, hidden packages, top fun, and more. Every vehicle is unique in it's handling, appearance, engine sound, etc. The city is a living breathing place to be.

Characters are all unique.

Buggy.
It's just like gta3 but with better graphics, a different theme, and more stuff. Not very innovative.
Story is somewhat uninspiring. Your goal is to commit hanus crimes, take over the city, and become a psychotic mastermind madman. Maybe you're a lesser evil than the people you're trying to take out... but it still leaves something to be desired.
Missions can get infuriating sometimes.
The characters were mostly distorted stereotypes, and didn't have much real personality at all.
